Data Governance Steering Committee Procedures

Committee Membership
  • The Manager of the Enterprise Data Management Support Services will serve until termination of employment or change of position.
  • The Chair of the DSC will serve for the duration of their term(s) as Chair.
  • The two at-will IT members will serve for a minimum of one year with no maximum term limit or until it is deemed necessary to replace them. If a vacancy in an IT membership should occur through termination of employment, change of position, resignation from the DGSC, or expulsion from the DGSC, the replacement shall be appointed by the Associate Vice Chancellor and Chief Information Officer.
  • The two at-will IPAR members will serve for a minimum of one year with no maximum term limit or until it is deemed necessary to replace them. If a vacancy in an IPAR membership should occur through termination of employment, change of position, resignation from the DGSC, or expulsion from the DGSC, the replacement shall be appointed by the Associate Provost of Institutional Planning, Assessment, and Research.
  • To ensure the committee has a comprehensive point-of-view and in the spirit of shared governance when developing and/or updating policies, processes and procedures for the Data Governance program, the committee will also contain a Faculty and Student representative.
  • The Faculty representative will be invited to join the committee. The names of faculty representative nominees will be solicited from current DGSC members. The DGSC chair will contact the faculty candidates and determine if they are interested. The interested faculty candidates are submitted to the Associate Vice Chancellor and Chief Information Officer and the Associate Provost of Institutional Planning, Assessment, and Research for selection. The representative will then serve a minimum of two years unless they choose to resign, or it is deemed necessary to replace them. At the end of the two-year period, they will have the option to serve for an additional two-year period if they choose to do so.
  • The Student representative will be solicited from the College of Business’s Chair of the Department of Management Information Systems. The DGSC chair will contact the student candidate and determine if they are interested.  The interested student candidate is submitted to the Associate Vice Chancellor and Chief Information Officer and the Associate Provost of Institutional Planning, Assessment, and Research for approval. The representative will then serve until their graduation, they choose to resign, or it is deemed necessary to replace them.
Data Governance Steering Committee Responsibilities Pertaining to Data Stewardship Committee
  • The DGSC provides strategic direction to the Data Stewardship Committee. When the DGSC has a recommendation or directive to be acted upon by the DSC, the Chair of the DGSC and the Manager of the Enterprise Data Management Support Services will work with the Chair of the DSC to have it added to a future DSC meeting agenda.
  • Data Governance Steering Committee members are all ex-officio members of the Data Stewardship Committee.
Data Domains
  • When the Data Stewardship Committee recognizes the need for a new data domain, the Committee Chair will inform the Data Governance Steering Committee. Once approved by the DGSC, the DSC Chair will contact the appropriate data trustee and request that they appoint a data steward.
  • When the Data Governance Steering Committee determines a campus data domain realignment is needed, they will establish the realignment parameters and then present them to the Data Stewardship Committee for feedback.
  • If the need to remove an existing Data Domain arises, the Data Steward of the Data Domain should present justification along with Data Trustee confirmation to the Data Governance Steering Committee Chair. The DGSC Chair can then discuss the potential removal with the greater DGSC. Assuming the need to remove the data domain is confirmed, it should be brought to the attention of the Data Stewardship Committee Chair who will add an item to an upcoming DSC meeting agenda.
Quorum & Voting
  • The DGSC does not vote to approve. Topics are discussed until a consensus is reached.
  • If a consensus cannot be reached, the topic will be brought to the Associate Vice Chancellor and Chief Information Officer and Associate Provost of Institutional Planning, Assessment, and Research for a decision.
Data Governance Steering Committee Officer 
  • The Committee Chair is selected by the Associate Vice Chancellor and Chief Information Officer and Associate Provost of Institutional Planning, Assessment, and Research.
  • The Committee Chair will serve for a minimum of one year with no maximum term limit or until it is deemed necessary to replace them. If a vacancy in the Committee Chair’s seat should occur through termination of employment, change of position, resignation from the DGSC, or expulsion from the DGSC, the Committee Chair’s replacement shall be appointed by the Associate Vice Chancellor and Chief Information Officer and Associate Provost of Institutional Planning, Assessment, and Research.
  • The Committee Chair has the power to create and appoint working groups.
  • In the absence of the Chair, the Manager of the Enterprise Data Management Support Services will lead DGSC meetings.
